Strip angle brackets from fullIri to allow prefix resolution OWL …

API serializes IRIs as <http://...> with angle brackets.
The WebVOWL prefix map uses plain IRIs, so fullIri must be stored
without brackets for getPrefixRepresentationForFullURI() to match.

original full IRI in Annotation.fullIri before extractIdentifier()
strips it to the local name. Use fullIri as the key in identifierToAnnotation
map so the frontend can resolve it to a prefixed form (e.g. eag:populationGouvernance).
The identifier field (local name) is preserved for internal comparisons.
